Labour Council bids for Labour Law Amendments – August/September 2010

Zambia’s Tripartite Consultative Labour Council (TCLC) has released a Summary Report highlighting key issues requiring urgent amending in Zambia’s Labour Laws. The TCLC, which met from February 18 to 20, 2010 at Sandy’s Creation in Lusaka, agreed on the need to consider certain amendments to Labour Laws as some of the provisions are either outdated or do not correspond with current socio-economic trends in the labour market.

The TCLC met to discuss amendments to current Labour Laws, specifically those relating to employment, pensions, workers’ compensation, Minimum Wage and shopping hours.

Minimum Wage revised?

Included in the contents of the Summary Report is the contentious issue of a revised Minimum Wage, from K268, 800 to a slightly higher threshold that is in tandem with latest living conditions.  Periodic surveys conducted by social justice advocates state that the Basic Needs Basket for a family of six in Lusaka alone is between K2, 500, 000 and K3, 000, 000 per month.  

Another pressing issue that was discussed was the proposition to reduce Maternity Leave from 120 days to 90 days.  This matter received mixed reactions from both employers and employee representatives. 

Retirement benefits, paternity leave and effective responses to HIV/ AIDS in the workplace were also tackled by the review meeting.

The Zambia Federation of Employers which has issued the Summary Report months after the review meeting has appealed to its members and anyone interested in amendments to current Labour Laws to tender their suggestions and contributions to the Tripartite Consultative Labour Council.
