In Ghana, the National Health Insurance Scheme (NHIS) was launched in December 2004. The aim of the NHIS is to ensure that health insurance becomes affordable and accessible to Ghanaians.

As a worker, am I entitled to medical insurance?

The Labour Act 651 does not require employers to insure their employees under a medical /health insurance scheme. However, most have insured their employees under various health /medical insurance schemes.

Is there any legislation that regulates medical insurance in Ghana?

The National Health Insurance Act, 2003 Act 650 secures the provision of basic healthcare services to Ghanaians including workers in the country.

What is the contribution of workers in the financing of the National Health Insurance Scheme (NHIS)?

Workers and employers jointly contribute two and half percent (2.5%) of their total contribution (18.5%) to the Social Security and Pensions Scheme every month to support the NHIS.

In addition, two and half percent (2.5%) national health insurance levy is charged on every supply of goods and services made, every importation of goods and supply of any imported service to fund the scheme.

Workers who contribute to the Social Security Scheme pay an annual premium of only a maximum of GHC 4.00 to secure registration and access to the scheme.

Their registered dependents, above 18 years, pay an annual premium of GHC 12.00 to secure registration and access to the scheme.

As a worker, what are the types of medical/health insurance can I subscribe to?

The types of medical/health insurance schemes available in Ghana are the following:

  • District mutual health insurance schemes
  • Private commercial health insurance schemes
  • Private mutual health insurance schemes

The government, however provides support to only the District Mutual Health Insurance Scheme.

As a worker, what are some of the benefits I could derive from membership of the medical/insurance schemes?

Generally the schemes are operated exclusively for the benefit of its members which are determined by the governing council of the scheme.

Contributors receive free medical/health service support up to the required coverage of the scheme.

Who regulates the NHIS in Ghana?

The National Health Insurance Authority is mandated by law to operate and administer medical/health insurance in Ghana.
