폴 카가메(르완다어: Paul Kagame, 1957년 10월 23일~)는 르완다의 정치인이자 전직 군인으로 2000년부터 르완다 대통령을 역임하고 있다. 그는 1990년 르완다를 침공한 반군 무장 세력인 르완다 애국전선(RPF)의 사령관이었다. RPF는 르완다 내전 당시 분쟁의 당사자이자 르완다 집단학살을 종식시킨 무장 세력 중 하나였다. 그는 1994년부터 2000년까지 파스퇴르 비지뭉구 대통령 밑에서 부통령 겸 국방부 장관을 지냈을 때 르완다의 사실상 지도자로 여겨졌지만, 이후 부통령직이 폐지되었다.
